Peripherality can be understood as a structurally embedded constellation of conditions, such as lack of innovativeness or power within a decision making process, which results in limited access to generally available and desirable resources (economic growth or impact upon the political agenda setting) for the people, groups and localities affected, leaving them with restricted room for autonomous action within economic and political spheres. (Kuhn 2014)
